Zusammenfassung

Eine umfassende Tabakkontrollpolitik umfasst 10 Handlungsfelder, die einerseits auf die Nachfrage nach Tabak und andererseits auf das Angebot Einfluss nehmen. Aufseiten der Nachfrageregulierung sind folgende Maßnahmen von Bedeutung: 1. Die Schaffung einer rauchfreien Umwelt, 2. Die Etablierung eines hohen Preises für Tabakprodukte, 3. Die umfassende öffentliche Aufklärung (schulische und massenmediale Tabakprävention), 4. Ein umfassendes Werbe- und Promotionsverbot, 5. Adäquate Verbraucherinformation und 6. Leicht zugängliche Beratungs- und Behandlungsmaßnahmen zur Tabakentwöhnung. Aufseiten der Angebotsregulierung sind folgende Maßnahmen von Bedeutung: 7. Die strikte Produktkontrolle, 8. Die restriktive Regulierung der Abgabe und des Vertriebs von Tabakwaren, 9. Maßnahmen zur Unterbindung des Schmuggels und 10. Der Schutz der Umwelt durch Regulierung des Tabakanbaus und der Verarbeitung des Tabaks. Wissenschaftliche Untersuchungen zu diesen Handlungsfeldern werden dargestellt und diskutiert. Der derzeitige Umsetzungsstand in Deutschland wird umrissen und zukünftige Prioritäten der deutschen Tabakkontrollpolitik aufgezeigt.

Abstract

A comprehensive tobacco control policy covers 10 fields of activities, which aim to reduce demand and supply of tobacco. The following measures are designed to reduce demand: 1. comprehensive smoke-free policies on public places and workplaces, 2. a high real prize for tobacco products, 3. public education (school education on tobacco and mass media campaigns), 4. a total ban of advertising and promotion, 5. comprehensive consumer information, and 6. easy access to evidence-based smoking cessation. Measures to reduce supply include: 7. strict control of the product, 8. sales and distribution regulations, 9. measures to combat smuggling, and 10. protection of the environment in regard to tobacco cultivation and manufacture. Studies for all tobacco control fields are presented and discussed. The current status of the implementation and future activities in Germany are described.
